The EU plans to amend the Tobacco Products and Advertising Directives

10.06.2026 The European Commission intends to revise the Tobacco Products Directive and the Tobacco Advertising Directive in order to improve tobacco control. The public has until 15 June 2026 to submit comments on the matter.

Pro Rauchfrei supports the European Commission’s goal of a smoke-free Europe, in which no more than 5% of the population will be smoking by 2040. To this end, the EU intends to revise the Tobacco Products Directive and the Tobacco Advertising Directive.

Pro Rauchfrei welcomes these plans and, in its statement to the European Commission, calls for the following improvements:

  • a comprehensive ban on advertising and sponsorship of tobacco products and novel products,
    neutral standardised packaging (‘plain packaging’),
  • a total ban on flavourings,
  • a positive list of permitted ingredients,
  • a ban on single-use e-cigarettes,
  • a reduction in emission limits,
  • sales restricted to licensed specialist shops,
  • a ban on nicotine pouches,
  • increased funding for awareness campaigns, treatment services, health and consumer protection,
  • traceability for all tobacco products and novel products,
  • a ban on cross-border distance sales of tobacco products and novel products,
  • a commitment to national tobacco control strategies.
